Circulation Policy and Services

Library Holdings

Selection of Center Library materials occurs within a framework of a specialized academic research library. Every selection of an item is reflective of the Library's mission and purpose and a particular emphasis is placed on child welfare.

Currently, the collection represents the following subject areas:

When choosing materials for the Center Library, special focus is given to filling a need for information in the represented subject areas.  Attention to accuracy, a balance of diversity and viewpoint, currency of the material, quality of the writing or performance, and the reputation and/or authority of the author, editor, or performer is provided.  Additional factors in the selection process are the price and format of the offering, positive reviews and/or critical attention, it's inclusion in standard bibliographies and indexes, and its availability in other area libraries. Who may use the Library – Patron eligibility

Patron eligibility is available to persons who complete a Patron Application who are:

  • Idaho Department of Health and Welfare Employees
  • Partner University Faculty and Staff
  • Partner Agency Employees
  • Students enrolled in Partner University Child Welfare Scholars Program
  • Idaho Foster, Pre-Adopt, and Adoptive Parents
  • Partners in Children's Mental Health Councils and Agencies
  • Idaho Families of Children with Serious Emotional Disturbances
  • Idaho Child Welfare Partner Faculty and Staff

Holds

Up to three items may be placed on hold at a time. Only requests made by patrons in good standing (no outstanding overdue materials or fees exceeding $5.00) will be honored. Holds will be processed within two working days of receipt of the request. An email notice will be sent when the item is ready to pick up or has been mailed. Hold requests cannot be filled for patrons who would exceed their checkout limit, or have overdue material. Contact us to place an item on hold.

Renewals

Circulating items may be renewed once. Renewals are possible only when material has not been requested by another borrower. Contact us to renew an item.

Fees & Costs

All patrons are responsible for materials borrowed from the ICWRTC Resource Library until the materials are returned. This includes any charges incurred for late, lost, or damaged library materials.

Extended Use Fees

For items kept longer than the allowed loan period, a fifty-cent fee will be applied for each calendar day. These fees will go into effect retroactively after a one-week grace period. Extended Use fees will not exceed replacement cost of the item.

Damaged & Lost Items

Items not returned to the Center Library or returned damaged beyond repair or use will incur a $10.00 processing fee as well as the total replacement cost (including shipping and handling charges from the publisher or vender) of the item. A nominal fee of $2.00 will be charged for damage which is primarily aesthetic. Patron with a total fee amount of $5.00 or more will be blocked from further hold request or checkout privileges until the account is paid off.

Account Reconciliation

Statements will be issued for outstanding amounts on a quarterly basis.  Non-payment will result in the loss of library privileges.  All costs and fees must be reconciled according to the following schedule:

  • Students - one week prior to the end of the current academic quarter (or semester).
  • All others – within 30 days of statement date.

The Center Library adheres to best practices in applying copyright. In cases where requests from an individual may violate copyright law, library staff will inform  the user and provide alternative access to the information. Library materials are due by 4:30pm on the due date.
